I don't think it's in East Perth Iris. I took the photo years ago, but I think it's in front of a Greek restaurant just north of the city centre.

I've been a little distracted in theatres by other people but never by a phone ringing. Perhaps it is the demographic around me in the theatre.
I think the advert is there to remind people to switch off or mute their phones. I've never been bothered by ringing phones either 😊
